(2) The candidate's supervision of a citation desk clearing 300 references weekly, and her authorship of a 92-page house style guide adopted by two publishers, demonstrate fitness for senior editorial office (paras [7]-[9]).

(3) Training of 14 junior reporters, of whom 11 remain in the profession, is a relevant and weighty consideration (para [10]).

Introduction

[1] This report sets out the professional record of Ellen Ripley, law reports editor, of Abuja. The material is arranged chronologically and by head of competence, in the manner customary to this series.

[2] The candidate holds an LL.B. from Ridgeline University, Enugu (2007-2011, second class upper), and a Postgraduate Diploma in Publishing from the Meridian Institute, Lagos (2012). She was called to the Bar in 2012 but elected the reporting desk over practice in her first year.

Editorial service

[3] Senior Editor, Harmattan Law Publishing, Abuja (2019 to date). In this post the candidate has settled the headnotes for 9 annual volumes and directs a desk of 6 reporters.

Settled 1,150 headnotes across 9 volumes; none retracted or corrected by errata slip.
Cut average volume production time from 14 weeks to 9 by moving citation checks ahead of typesetting.
Introduced a two-reader verification rule that reduced citation errors from 2.1 to 0.4 per hundred pages.

[4] Reports Editor, Savanna Chambers Press, Abuja (2014-2019). The candidate held day-to-day carriage of the weekly reports series.

Produced 240 weekly parts on schedule, missing 2 deadlines in 5 years, both during a printers' strike.

Compiled the tables of cases and statutes for 6 bound volumes.

[6] The committee notes the continuity of this service. There is no gap in the record exceeding 3 weeks, and each move carried increased responsibility.

Heads of competence

[7] Headnote drafting. The candidate's practice is to state the holding in one sentence before expanding, a discipline she attributes to reading 40 to 60 judgments a month. Sample headnotes were placed before the committee and found accurate against the underlying judgments in all 12 instances checked.

[8] Citation and verification. The candidate supervises verification of neutral citations, parallel citations, and quotations. Her desk clears about 300 references weekly. She maintains a private concordance of 4,300 frequently cited authorities with their preferred forms.

[9] House style. The candidate is the author of the Harmattan House Style Guide (92 pages, 3rd edition 2024), since adopted by Savanna Chambers Press. She reads InDesign proofs directly and is competent in XML-first workflows, regular expressions for citation patterns, and the usual reference managers.

[10] Training and supervision. Since 2019 the candidate has trained 14 junior reporters through a structured 12-week programme of her own design. Eleven remain in legal publishing, and 3 now hold editor posts at other houses.

Other matters

[11] The candidate speaks and edits in English and Igbo, and reads working French. She has delivered 6 conference papers on law reporting practice, most recently "The Headnote as a Public Good" (Abuja, 2025). She serves on the standards committee of the Guild of Legal Editors (member since 2016).

[12] For the reasons given at paragraphs [3] to [11], the record supports the candidate's suitability for senior editorial appointment. The application is granted. There is no order as to costs.
