My current manual set averages 38 divisions-format sections per project, and my submittal review turnaround runs under 4 business days. I hold the CSI CDT and I keep a personal library of 214 master sections that I actually maintain. Contractors have told me my Part 3 articles read like instructions rather than warnings, which I take as the point.
